 Project Information

"Taichung Melody" is based on the development plans of key parks in previous years, aiming to construct a long-term vision and blueprint for the parks and green spaces in Tainan City. With the core concept of reflecting a beautiful life in Tainan, the Meile Di project leads the construction of urban parks and green spaces, promotes inclusive parks, sunshine public toilets, and safe playgrounds for children. Each park is given a unique appearance based on local culture and conditions, allowing the parks to further evolve and achieve the core value of sustainable development for urban parks and green spaces. It provides citizens with a pleasant environment for art appreciation, joyful leisure activities, and a healthy green lifestyle. By improving the city's green infrastructure, Tainan aims to create a garden city that is attractive for residents to settle in.


Project Overview

With the core concept of reflecting a better life in Taichung, the Melody Project leads the construction of urban parks and green spaces, promotes inclusive parks, sunlit public toilets, and safe children's playground initiatives. Each park is designed to showcase its unique local culture and attributes, allowing the parks to evolve and embody the core value of sustainable development in urban parks and green spaces. The project aims to provide citizens with a living environment that enables the enjoyment of arts, happiness, and a healthy green lifestyle. By enhancing the city's green infrastructure, Taichung City is envisioned as a garden city that attracts residents seeking a better quality of life.

a. Beauty - Fast Art Appreciation - New Movement in Park Aesthetics: Extend public art from street spaces to parks, artisticize pavements, facilities, and street furniture, and let greenery spread from parks to the surrounding neighborhoods, vertically growing up to high-rise buildings. Create a new urban aesthetics that offers citizens new perspectives and experiences.

b. Joy - Happy Recreation - Inclusive and Shared Heart Park: Create a safe, people-oriented, and barrier-free park environment that meets the diverse needs and usage patterns of different groups. Allow everyone to enjoy the beauty and goodness of life and achieve social integration among different communities.

c. Earth - Healthy Green - Ecological Service and Appreciation Network: Expand urban park spaces based on the principles of natural symbiosis and sustainable greening. Integrate with initiatives such as the "Urban Cool-down and Tree-planting Campaign" to increase green areas, retain water resources, and improve air quality. Construct a lush and sustainable urban green network.

The number of parks and green spaces increases, and the per capita green space ratio increases.

1. Thanks to the efforts of the municipal government team, both the number of parks and green spaces and the per capita green space ratio in Taichung City have shown remarkable growth. The number of parks and green spaces in Taichung City continues to increase. As of November 111, the Construction Bureau is responsible for a total of 1,058 parks, green spaces, parkways, and squares, with a combined area of 9,570,995 square meters.


Melody Park

1. From 2019 to 2022, the Taichung Melody Park project followed the principle of balanced development across mountainous, coastal, rural, and urban areas. A total of 206 parks were improved, significantly enhancing the park environment and facilities, providing the public with comfortable and safe recreational green spaces.

2. The improvement of children's playgrounds met the standards set by the Ministry of Health and Welfare, achieving a 100% compliance rate by the end of 2022.


Citizen Engagement - Transitioning from Opposition to Collaboration.

The "Taichung Melody" project initially faced skepticism and resistance from the public due to insufficient promotion. Before Children's Day in 2021, the Facebook group "Taichung Playground Wishing Pool" initiated a survey titled "Taichung City Park Play and Evaluation Collection," which revealed an overall satisfaction rate of less than 50% and publicly called on the municipal government to provide truly inclusive and enjoyable play equipment for local children. Through self-reflection within the team, direct communication with supervisors, and sincere responses, as well as inviting various groups and communities to participate in planning, design discussions, and reviews, positive interactions were achieved in meeting public expectations and promoting public awareness.

1. Pre-planning workshops for playground design were organized, where local residents, NGO groups, and community organization members were invited to discuss and engage in hands-on activities related to the nature of the playground, facilities, and playability. This allowed for the extraction of elements to be incorporated into the actual playground design.

2. Local briefing sessions were conducted to explain the pre, during, and post-design outcomes, inviting representatives of public opinion, local opinion leaders, and residents to provide feedback as reference for revising drawings and maintenance.


Central Park Optimization

Located in the Shuinan Economic and Trade Park in Xitun District, Taichung City, Central Park is situated on the former site of the Shuinan Airport. With a total area of 67.34 hectares, it is the second-largest urban park in Taiwan. The park is divided into 12 sensory zones and has over 10,000 trees planted.

The entire park project was completed and accepted at the end of February 2020, with an official opening scheduled for April 22, 2020 (Earth Day). In preparation for the official opening, efforts were made to provide a safe and excellent environment for the citizens and users, aiming to achieve a lush and well-equipped park. Therefore, optimization measures were carried out for Central Park.


Path of Flowers

With the concept of a natural garden, the beauty of the city is extended to the doorstep of the citizens. Natural aesthetics become part of their daily lives, allowing them to experience the vitality of nature within the space. High-quality open spaces are created to provide citizens with a friendly, comfortable, and natural environment for relaxation, enhancing their quality of life.

The creation of the Xingjin Park Path (from Jinhua Road to Section 2 of Nanjing East Road) and the Taiyuan Park Path (from Jinhua Road to Section 2 of Nanjing East Road) aims to transform them into outdoor garden and leisure spaces. Breaking away from traditional flower field designs, these paths form extended garden green corridors, adding distinctive rest areas to the green bicycle corridors. They create new and beautiful spaces for people to stop and appreciate, becoming a new highlight for recreation in Taichung.


Li Xin Park

Li Xin Park in Nantun District is inspired by the concept of "Water-Green Coexistence" and incorporates the spirit of the Taichung Melody project. It aims to provide an engaging way for children and adults to learn about water circulation while fostering community awareness and promoting local participation. The park also connects local volunteers and professionals from academic institutions to jointly develop water environment teaching materials. The park's design incorporates the revitalization of the wastewater treatment plant in the Li Ming community, highlighting the historical significance of local water resources.

Through the design of water circulation engineering, the park creates new values for the vitality of life. It features landscape detention ponds and water conservation facilities to showcase the urban park's water management and flood reduction functions. The park aims to create a friendly, inclusive, safe, resilient, and sustainable urban disaster prevention park. It provides citizens with a comfortable leisure space where they can enjoy water, greenery, and activities. Li Xin Park strives to create a sustainable humanistic environment that coexists harmoniously with water.


Park Design Competition

The Park Design Competition aims to promote the exchange of ideas and forward-thinking concepts among universities and colleges regarding park improvement and optimization. It also serves to foster excellent landscape professionals and facilitate the integration of higher education in landscape architecture with professional practice, ultimately contributing to the realization of sustainable development in human living environments.


Park Forum

Since 2020, the Bureau of Construction and the consulting team from Chaoyang University of Technology have co-organized the Park Forum. This forum focuses on setting themes based on global trends and inviting experts and scholars from relevant fields to give lectures, providing attendees with valuable insights and knowledge.


Continued Improvement Goals and Outlook

Since the implementation of the "Tai-Chung New Happiness Land" project in 2019, the team at the Bureau of Construction has been actively promoting and continuously reviewing and adjusting the project to achieve better results. Looking ahead to future project executions, in addition to continuing to improve and achieve the objectives of the New Happiness Land Park, the team will also proactively research and deploy new knowledge and issues. The development of parks will focus on human-centered and inclusive principles, addressing the aging population trend, and featuring a different theme each year to cater to various age groups.
